Public Expenditure Statistics Publications

Every year the Government publishes statistical documents on public spending, including the Public Expenditure Statistical Analyses (PESA) and the Public Expenditure Outturn White Paper (PEOWP).

PESA brings together recent outturn data, estimated outturns for the latest year and budgetary plans over the whole range of UK public expenditure.  PESA includes analyses of public spending by function and economic category of expenditure, and by country and region, as well as full details of spending by department and the budgetary control aggregates, Departmental Expenditure Limits (DEL) and Annually Managed Expenditure (AME). It is published as a Command paper, alongside the Main Supply Estimates and Supplementary Bugetary Information.

PEOWP (Public Expenditure Outturn White Paper) reports provisional outturn figures for public spending in the previous financial year, providing information on DEL and AME, including voted spending and outturn against administration costs limits.

Key budgeting and functional spending data from PESA are updated three times a year through press notices and publication on the Treasury website. The latest release and associated downloadable data can be found under 'recently published'. The data are released in accordance with the National Statistics Code of Practice, further information on National Statistics includes details of the release timetable.

Consistency of PESAs

Data in previous PESAs may not be directly consistent with PESA 2006 due to changes in data coverage and classification changes. PESA 2006 therefore presents a number of summary analyses incorporating data for earlier years adjusted to current definitions to show trends over a longer period. We therefore advise against the splicing of PESA 2006 with previous PESA publications.
