Globe Points-based immigration system goes live
The way that NHS employers can recruit, or extend the employment of, non-European Economic Area (EEA) nationals has changed, with tiers 2 and 5 of the points-based system coming into force on 27 November 2008. Employers must now be licensed as a sponsor through the UK Border Agency in order to employ non-EEA migrants and a new shortage occupation list has replaced the list issued in July. NHS Employers has produced a briefing to explain the changes and support employers with the new processes.

Shortage occupation list - call for evidence
NHS Employers is urgently seeking your views on which skilled occupations employers are finding it difficult to recruit to, and where migration can sensibly fill skilled labour shortages, to feed into the next review of the shortage occupation list. We will also need to present the case to retain the posts on the current list, which came into force on 25 November 2008, if this is appropriate. We need your contribution by Monday 12 January 2009. NHS Constitution in the Queen's speech
The NHS Constitution, including the rights and responsibilities of staff, was a feature of the Queen's speech today. NHS Employers provided employers' views on the constitution to the Department of Health consultation and we are now working to ensure employers' views are considered as it is developed into its final form. Equality Bill in the Queen's speech
The Queen's speech also formally announced the intention to introduce the new Equality Bill in the current parliamentary year. NHS Employers is now representing the views of NHS trusts on a number of national forums that have been set up to develop the details of the Bill. (3 December 2008)

Modernising Scientific Careers consultation launched
NHS Employers is seeking your views on the next phase of the UK-wide programme to modernise scientific careers in the NHS. A consultation document, setting out proposals to transform and develop the healthcare scientist workforce, is now available and we will be working with employers over the next three months to inform our response. An online questionnaire and details of consultation events will be announced in the coming weeks. (1 December 2008)

Managing medical vacancies - a framework for employers
NHS Employers has published a revised framework to support trusts with managing medical vacancies. Research we carried out in October highlighted that some employers were experiencing difficulty securing medical locum cover. This framework responds to that, drawing together a range options and possible solutions from across the NHS.

Response to Dame Carol Black's report
NHS Employers has welcomed the government's response to Dame Carol Black's recommendations for improving the health of Britain's working age population. Beyond its role as a major employer, the NHS will have a key role to play in delivering the services that the report outlines. We endorse Dame Carol's recommendation to switch from the paper-based sick note to an electronic fit note, welcome plans for Fit for Work Pilots and look forward to discussing the development of the service in more detail.

Leading workforce thinking, NHS Employers' annual conference and exhibition in Birmingham was hugely successful, with over 1800 delegates, speakers and exhibitors - our biggest conference yet. The event focused on staff engagement and the patient experience and delegates heard from some of the key people in health as well as experts and motivational speakers from outside the health sector.

Equality and diversity: a clean bill of health
