DFID is seeking Expressions Of Interest for short term Tax Advice in St Helena. The purpose is to assist the Financial Secretary revise the current personal and corporate tax regime, drawing on recommendations of a recent review of fiscal policy. Any revision should take into account both the current and future needs of the island particularly in light of air access to maximise taxable income while being practical for local circumstances, simple to operate, transparent and equitable. The consultant will be expected to spend eight months on St Helena, gathering information, consulting with stakeholders, writing draft tax legislation, policies and procedures, training staff, making recommendations for IT solutions that will improve data produced and efficiency, and advise on how tax investigation capacity can be increased to investigate tax avoidance schemes. The consultant should be able to provide practical solutions to existing problems and to identify what future tax issues should be addressed now to take into account future developments on the island. The consultant should be able to train staff in new policies and procedures, through working alongside tax staff and providing on-the-job training as well as through focussed training sessions. There is the possibility of an extension of up to 6 months. Where circumstances require further extensions beyond the original duration/agreed extensions, DFID will consider doing so by means of the Negotiated procedure, where necessary conditions can be met. Expressions of Interest (EOIs) should be submitted using the Application FormWord document (44 kb) available here. The EOI should include a capability statement of not more that 4 A4 pages and be accompanied by CVs of not more than 2 pages for each key team member. No brochures should be sent. Applicants should outline the reason for their interest in this project, their broad understanding of the context and their capability to undertake this work. The EOI should demonstrate technical expertise and experience in the following areas: (a) At least 7 years experience in tax, including, the practical application of both personal and business tax regimes, the setting up of new tax regimes, and the drafting of legislation, policies and procedures. (b) Experience of working in small island tax systems is desirable. Financial standing will also be part of the criteria to assess EOIs. EOIs are preferred electronically, but will also be accepted by post or fax. DFID procurement policy stipulates that consultants involved in any capacity in the design of a project cannot compete for the implementation phase. Design includes feasibility studies, drawing up terms of reference for the implementation phase, pre-appraisal and any other preparatory work for the project. Following assessment of the EOI, DFID will invite short-listed applicants to submit full technical and commercial tenders. DFID will not reply to any EOI unless short-listed for invitation to tender. Suppliers should check the DFID website for details of short-listed suppliers.
