What is the Environmental Permitting Programme?

The Environmental Permitting Programme (EPP) is a joint Environment
Agency, Defra and Welsh Assembly Government initiative that will streamline
the waste management licensing and pollution prevention control regimes
from April 2008.
The focus is on streamlining and simplifying the nuts and bolts of environmental permitting and compliance systems (eg, the processes of obtaining, varying and transferring permits), beginning with Waste Management Licensing, Pollution Prevention and Control. It is designed so that it could be extended to other systems in future.

Recent developments
11 October 2007
- The draft Environmental Permitting (England and Wales) Regulations 2007 have been laid in Parliament.
Please see the Regulations and the accompanying Explanatory Memorandum. - The Final Regulatory Impact Assessment document has now been published.
10 October 2007
- The fourth EPP consultation on Government Guidance for EU Directives and Waste Technical Competence is now closed. A summary of responses will be published in the new year.
13 September 2007
- Environment Agency consultation on standard permits - seeking views on the first sets of standard rules that will be made available when the Environmental Permitting (EP) Regulations come into force in April 2008. They cover 28 low to medium risk activities that currently require a waste management licence, such as waste transfer stations and civic amenity sites.

- A draft revised version of the local authority General Guidance Manual was launched for consultation as part of the Environmental Permitting Programme. The deadline for comments is 4 September 2007.
13 April 2007
- The Environment Agency have launched the EPP Public Participation Statement consultation, Working together: your role in our environmental permitting decision making. This is a necessary part of the new environmental permitting system being delivered under EPP: Environment Agency’s consultation website.
