The ERC was launched in July 2003 with the support of Kabul University and a group of UK partners, including the Foreign and Commonwealth Office, CfBT Education Services and Crown Agents, as well as the British Council.
It is now fully funded by the British Council and managed by Kabul University and the British Council. There are three full-time advisory staff. It is mainly aimed at Kabul University students and teachers, particularly those in the English Department; but the seminar room is also available for use by outside organisations involved in English teaching or other development work.
