The conference had three aims:

to launch the Afghanistan Compact, the successor to the Bonn Agreement. The Compact provides the framework for international community engagement in Afghanistan for the next five years. It sets outcomes, benchmarks and mutual obligations that aim to ensure greater coherence of effort between the Afghan government and the international community.

to provide an opportunity for the Government of Afghanistan to present its Interim National Development Strategy to the international community. The strategy sets out the Government’s priorities for accelerating development, increasing security, tackling the drugs trade, and strengthening governance.
- To ensure the Government of Afghanistan has adequate resources to meet its domestic ambitions and international commitments.

The conference was opened by the Prime Minister, President Hamid Karzai and the UN Secretary-General and attended by approximately 60 delegations.
