The ‘Options for the Future of Payment by Results: 2008/09 – 2010/11’ consultation put forward proposals for future developments in PbR including tariff setting, coding and classification, expanding the scope of PbR, and supporting health policies through financial reform.
The consultation ran March to June 2007. The published response outlines the key messages we received.

The purpose of this best practice guidance is to describe a general set of principles to National Health Service (NHS) organisations in planning, preparing and responding to all types of emergencies arising from any accident, natural disaster, failure of utilities or systems or hostile act resulting in an abnormal casualty situation or posing any threat to the health of the community or in the provision of services that involve significant numbers of burn injured patients. The guidance covers adults and children.

This consultation proposed repeal of the sections currently in Part II and their replacement with more modern and flexible provisions, in order to strengthen the response not only to infectious disease but also to contamination by chemicals or radiation. European Directive 2005/36/EC was adopted on 7 September 2005 and all Member States must transpose it into domestic law by October 2007, when it will come into force. The intention behind the Directive is to make it easier for qualified professionals (architects, accountants, teachers, health professionals, etc) to practise their professions in European countries other than their own, with a minimum of red tape but with due safeguards for public health and safety and consumer protection.

This consultation sought comments on the proposed amendments to the regulatory terms of service of appliance and pharmacy contractors. The proposed amendments are intended to ensure consistent access and level of service delivery of appliance and pharmacy contractors in relation to stoma and incontinence dispensing items listed in Part IX of the Drug Tariff. While the proposals were most relevant to appliance and pharmacy contractors because of their effect on the framework in which they operate, as with all consultations, the DH welcomed views from any interested party.

This consultation sought comments on proposals to improve the classification of stoma and incontinence items within Part IX of the Drug Tariff to ensure that products that meet similar medical need can be priced comparatively. Comments were also sought on proposals to make reductions to current reimbursement prices for some stoma and incontinence appliances under the Drug Tariff as the current reimbursement prices may not represent value for money for the NHS or taxpayers.

Much work has been undertaken across government since we published, in December 2005, the draft action plan to tackle HIV related stigma and discrimination for consultation. As a result of this, and other work undertaken by key non-statutory agencies working with people living with HIV in England, we considered that, rather than revise the draft plan issued in 2005, the issues would be best pursued through the publication of a web-based implementation plan which would take forward the work.
