An introduction to our performance assessment framework
(PAF) and how it has changed.
CSCI has a responsibility to monitor the performance of councils
in providing social care services to adults. The way we do this is
set out in our Performance Assessment Framework (PAF).
In 2005 the Government set out a new vision for social care
called ‘Independence, wellbeing and choice’. They asked us to use
the objectives outlined in this vision as the basis for our
performance assessment of local authorities.
Our new PAF was launched in 2007. This measures performance by
looking at how good a council is at doing certain tasks and
achieving some specific results. These we call outcomes. We also
look at two other areas; ‘leadership’ snd how good the council is
at commissioning and the use of resources.
How well Councils measure up against these determines their Star
Ratings.
In order to judge Councils against the PAF we use a variety of
different sources of evidence. These include the Self Assessment
Survey (SAS) completed by the Council, statistical information, and
judgements and findings from Service Inspections.
