The Killian Pretty Review of the planning application system in England's Final Report was launched on 24 November 2008 by Rt Hon Hazel Blears MP and the Rt Hon Margaret Beckett MP at the Work Foundation. The review was led by Joanna Killian (CEO of Essex County Council and Brentwood District Council) and David Pretty CBE (former group CEO of Barratt Developments plc). It set out 17 recommendations to government regarding ways to make the planning application system faster and more responsive. The review was welcomed by the industry and by the Secretary of State and Minister for Planning. The Government's response to the Killian Pretty Review Final Report was published on 5 March 2009.
The Planning Act 2008 was granted Royal Assent on 26 November 2008. The Act builds on the proposals set out in the Planning White Paper and introduces a new system for nationally significant infrastructure planning, alongside further reforms to the town and country planning system and the introduction of a Community Infrastructure Levy.
The Planning White Paper Planning for a Sustainable Future sets out our detailed proposals for reform of the planning system, building on Kate Barker's recommendations for improving the speed, responsiveness and efficiency in land use planning, and taking forward Kate Barker's and Rod Eddington's proposals for reform of major infrastructure planning. These proposals were consulted on over the summer of 2007. The Government's response to the consultation was published on 27 November 2007. It's conclusions informed the proposals in the Planning Bill.
The Housing Green Paper Homes for the future: more affordable, more sustainable sets out proposals for more homes to meet growing demand, to make housing more affordable, and to create places and homes that people want to live in. The Green Paper includes proposals for further reforms to the planning system to aid the delivery of this ambition, including local planning incentives and improving the regional planning process.
