The Welsh Assembly Government's vision for identifying, developing and delivery of services is built on it's vision of promoting openness, partnership and participation.

The Assembly Government attaches great importance to the way it works. Achieving our vision demands active participation from all parts of society and empowering people to make a difference. We value the views of the people affected by its policies and those working at grass routes to implement policies and programmes. In developing this agenda, we are committed to:

This report reflects the continuing effectiveness of the partnership between the Welsh Assembly Government and local government in Wales.
The Partnership Council was set up to meet the statutory obligation under The Government of Wales Act 2006 and the Consultative Forum on Finance is a standing working group under the council.
The purpose of Local Services Boards (LSBs) is to deliver benefits for citizens through strengthening joint working across all public services in Wales.
This statutory guidance replaces that issued in 2001. It has been prepared in close collaboration with many partners and following extensive consultation.
