Landfill allowance schemes

We have introduced two schemes to reduce the amount of municipal waste sent to landfill in England and Wales

These are the Landfill Allowances and Trading Scheme (LATS) in England and the Landfill Allowances Scheme (LAS) in Wales.

The schemes reduce the amount of biodegradable municipal waste (BMW) that can be sent to landfill sites each year. This will assist the UK meeting its targets under the Landfill Directive.

What is municipal waste?

The Department of Environment and Rural Affairs (Defra) and the Welsh Assembly Government have issued joint guidance on what municipal waste is for the purposes of the Landfill Allowances Schemes.

UK BMW targets under the Landfill Directive

  • Reduce amount of BMW going to landfill in 2010 to 75% of that in 1995
  • Reduce amount of BMW going to landfill in 2013 to 50% of that in 1995
  • Reduce amount of BMW going to landfill in 2020 to 35% of that in 1995
